Owens Lake Dust Mitigation Phase VII, INYO COUNTY, CA
The Owens Lake Dust Mitigation Program, starting in 2000, included a series of projects designed to address the massive dust storms that created a significant health hazard to the surrounding communities due to carcinogens in the dry lake bed, including nickel, cadmium and arsenic. The projects used control measures such as shallow flooding, managed vegetation and gravel cover over an area of approximately 30 square miles.
For the fast-paced Phase VII of the project, KDC Systems provided electrical, instrumentation and engineering to expand the complex SCADA system to include 50+ PLCs spread over a 30 square mile area and communicating via radio (900Mhz and 2.4Hz) and fiber. KDC produced (9) new main control panels and (39) additional panels for instrumentation and existing panel expansions. The project consists of Allen-Bradley SLC and ControlLogix PLCs, GE iFix graphics HMI, and Allen-Bradley PanelView touchscreen displays.
KDC held six workshops with the owner and developed and submitted software detailed designs, test plans, and training plans. Unwitnessed and witnessed testing was conducted at our facility with all of the main control panels networked together to simulate the field installation. The tests were repeated in the field on actual equipment with water to commission the system.
